Overview of New Rule

 

 

Major points of the new crane and derrick regulation include:

 

  • The new rule goes into effect November 8, 2010.

  • Riggers and signalpersons have until November 8, 2010 to meet qualification requirements.

  • Crane Operators have four years from November 8, 2010 to meet the new certification requirements.

  • Cranes must be inspected each shift, monthly and annually with documentation.

  • A qualified person must plan all multi-crane lifts.

  • Forklifts, when configured like a crane, fall under this new regulation.

  • Posting of electrocution warnings - one on the inside of the cab and two on the outside of the equipment.

  • Riggers and signalpersons must meet new stringent requirements.

  • Spotters are now required to watch for proper separation between any part of a crane or load and powerlines.

  • Employers must provide certification and/or qualification at no cost to the employee.

  • The controlling entity responsible for a project must ensure that ground conditions are adequate for crane support.

  • Persons operating cranes with capacity rating greater than 1-ton will require certification.
